TSA Director Weighs In On Cargo Screening

TSA Chief Kip Hawley speaking before the U.S. Senate Aviation Subcommittee had this to say about the feasibility of screening all air cargo.

“If you spend all your resources opening boxes and not applying your resources more generally, that opens up another vulnerability. The adaptive terrorist will go there.”
According to that theory, if TSA officials are checking all cargo, they may be missing other valuable areas of security, such as restricting access to secure areas within places like airports and seaports.
Furthermore, inspecting the cargo would add to the time it takes for goods to clear customs; thus slowing down and possibly damaging supply chains across the U.S. A move Hawley says could cripple the American economy.
The speech comes after a bill in the House of Representatives would force the TSA to inspect all cargo by 2009. Hawley tells the Senate that such a request “is not feasible without impeding the legitimate flow of commerce and imposing an unreasonable cost on the government.”
